Paid joining packages built in
Scripts assume every new ID is activated by buying an e-pin or a starter kit, which the exclusion conditions do not permit beyond at-cost demonstration materials.
Singapore is one of the few places where multi-level marketing is prohibited by statute unless a scheme meets every condition of a government exclusion order. Sysfo builds distributor and direct selling software for Singapore businesses that sell real products under those conditions, delivered remotely from India with online demos, video workshops and support hours agreed in your contract.
Risks for Singapore direct sellers
Most MLM software is written for markets that allow paid joining packages and recruitment bonuses. In Singapore those same defaults can take a scheme outside the exclusion it depends on.
Scripts assume every new ID is activated by buying an e-pin or a starter kit, which the exclusion conditions do not permit beyond at-cost demonstration materials.
A sponsor bonus that fires when someone joins is a payment for recruitment, and it is often switched on by default and buried in the settings.
Returns are handled by email, so nobody can prove that a distributor was offered a full refund or buy-back within the required period.
Leaders quote what top earners make, but the company cannot produce the maximum, minimum, median, average and mode figures behind that claim.
NRIC copies, bank details and phone numbers sit in spreadsheets and chat groups, which is hard to defend under the Personal Data Protection Act.
A Singapore headquarters may serve buyers in Malaysia or Indonesia, yet the software applies one country's settings to everybody.

The law, in plain terms
The Multi-Level Marketing and Pyramid Selling (Prohibition) Act makes it an offence to promote or take part in a multi-level marketing or pyramid selling scheme, and penalties include fines and imprisonment. A scheme is outside the Act only if it satisfies all the conditions in the Multi-Level Marketing and Pyramid Selling (Excluded Schemes and Arrangements) Order. In summary, nobody may be required to pay or buy anything to join apart from sales demonstration materials sold at cost, benefits must come from selling products to other people, nobody may be rewarded for recruiting, and misleading claims are forbidden. We configure the software so these rules are enforced in the system, but whether your scheme qualifies is a question for a Singapore lawyer.
Refunds and buy-back
The exclusion order expects products to be distributed with a full refund or buy-back guarantee that participants can use on reasonable commercial terms for at least 60 days, and participants must be told about it in writing when they receive the goods. The software prints the guarantee on each delivery note and invoice, opens a return window per order, and lets finance approve refunds and reverse any commission that depended on the returned sale. Each step keeps a timestamp, so the record is there if anyone ever asks.
Earnings disclosure
If your company says anything about what distributors earn, the order requires fair and accurate records of the maximum, minimum, median, average and mode earnings, audited each financial year. Because every commission in our system is a ledger entry tied to a member and an order, those five figures can be produced for any financial year and exported for your auditor. Leaders then quote numbers the company can prove, instead of a screenshot of one top earner.
Currency, tax and payments
The base currency is set to SGD for prices, wallets and statements, and members outside Singapore can see other currencies at rates you maintain. GST is applied at whatever rate you configure, with your GST registration number on tax invoices, and your accountant should confirm how it applies to your products and to distributor commissions. Payment rails such as PayNow, FAST bank transfers, GIRO and card gateways are examples of what can be integrated; each one is scoped and quoted for your project rather than assumed to exist.
Personal data protection
Singapore's Personal Data Protection Act 2012 governs how organisations collect, use and disclose personal data, including consent, purpose and breach notification duties. The software supports those obligations with consent capture at registration, masked identity numbers, role-based staff access and an audit log of every view and change. Hosting can be placed in a Singapore cloud region if you prefer, and you remain the organisation responsible for your PDPA compliance.

How remote delivery works
We have no office in Singapore. Everything is delivered from India by video call and shared staging sites. Singapore is two and a half hours ahead of India, so most of your afternoon overlaps with our working day, and support hours are fixed in the contract.
We show MLM.ERP on a video call and go through your plan, flagging any income that depends on recruitment or a joining purchase.
Every income is written as a rule with worked examples in SGD, so your Singapore lawyer can review it before any code is written.
Plan, buy-back, GST and payment settings are built on a staging site that your team reviews every week.
Test networks prove that sign-ups earn nothing, returned sales reverse commissions and earnings reports reconcile with payouts.
Go-live in the hosting region you choose, close watch on the first payout, then support by email, phone and WhatsApp in the hours set out in your contract.

Why Sysfo
We are an Indian software company with offices in Lucknow, Mumbai and Belgium. For Singapore we work remotely, and we would rather turn a plan down than build one the law prohibits.
Recruitment-fee, money-circulation and joining-package plans are not something we build for Singapore.
MLM.ERP already handles members, orders, wallets and reports, so effort goes into the rules your market requires.
Automated test networks show that no sign-up generates income before a single real distributor joins.
India is two and a half hours behind Singapore, so your afternoon questions reach us in our working day.
An NDA is signed on request, and the source code of custom builds belongs to you.
Demos, workshops, training and support run online, with recordings your new staff can watch later.

FAQ
Singapore's Multi-Level Marketing and Pyramid Selling (Prohibition) Act prohibits multi-level marketing and pyramid selling schemes in general. A scheme is excluded only if it meets every condition in the Excluded Schemes and Arrangements Order, such as no compulsory purchase to join, no reward for recruiting and income only from product sales. We cannot tell you whether your plan qualifies; please take advice from a Singapore lawyer before launch.
No. Our offices are in Lucknow and Mumbai in India, and in Belgium. Singapore clients are served remotely from India: an online demo, video workshops, a shared staging site, remote setup and recorded training. Support is by email, phone and WhatsApp during the hours agreed in your contract, and Singapore's afternoon overlaps comfortably with our working day.
We build software for lawful, product-based direct selling: free registration, commissions earned on product sales to customers, repurchase and party plans, and refund and buy-back records. As an MLM software company in Singapore's market we will not build joining-package, recruitment-bonus, money-circulation or investment-style schemes, because the law prohibits them and no software can change that.
Yes, in the sense that it keeps the data. The exclusion order requires fair and accurate records of maximum, minimum, median, average and mode earnings, audited each financial year, for any representation about earnings. Every commission in our system is a ledger entry, so these figures can be generated for any year and exported for your auditor. The audit itself remains your responsibility.
SGD can be the base currency for prices, wallets and statements, and GST is applied at a rate you configure with your registration number on invoices. PayNow, FAST transfers, GIRO and card gateways are examples of rails we can integrate; each is scoped and quoted for your project, because integrations depend on your bank or payment provider and its approval.
The app and website ship in English, which suits most Singapore distributors. Simplified Chinese, Malay and Tamil can be added as a customisation, with you supplying or approving the translations. Announcements, order emails and the written buy-back notice can then follow each member's chosen language, which matters when a guarantee must be clearly communicated.
The software can handle several countries with separate currencies, tax settings and languages. The legal position is different in each country, so a plan that suits Singapore may need changes elsewhere. Take local advice in every market, and we will configure the rules per country. For India, see our MLM software in India page; for the Gulf, our Dubai page.
It depends on your plan, the payment rails and languages you need, mobile apps and whether you start from MLM.ERP or a custom build. When you compare any MLM software company in Singapore or overseas, ask for the full scope in writing. After a free online walk-through we send a fixed, itemised quote; hosting and support are priced separately.
